Joaquim Pedro de Oliveira Martins was a Portuguese politician and social scientist.
Oliveira Martins is one of the key figures of contemporary Portuguese history. His works have marked successive generations of Portuguese and has influenced many writers of the twentieth century, as António Sérgio Eduardo Lourenço and António Sardinha.

Fatherless, had a difficult adolescence, not getting to complete the secondary school course that would take him to the Ecole Polytechnique, for the course of military engineer. Was employed in the trade, from 1858 to 1870, but in that year, due to the bankruptcy of the company where he worked, he started serving as a director of a mine in Andalusia. Four years later he returned to Portugal to drive the construction of the railroad to Oporto, Póvoa de Varzim and Barcelos. In 1880 he was elected president of the Society of Commercial Geography of Porto and, four years later, director of the Museum of Industrial and Commercial Port. Later served as administrator of the Tobacco Régie, the Mozambique Company, and was a member of the executive committee of the Portuguese Industrial Exhibition.
He was a deputy in 1883, elected by Viana do Castelo, and in 1889 by the Oporto circle. In 1892 he was invited to Minister of Finance, the ministry which was organized under the chairmanship of Dias Ferreira, and in 1893 was named vice chairman of the Joint Public Credit.

Oliveira Martins collaborated in major literary journals and scientific Portugal, as well as politicians and socialists. His vast body of work began with the novel Febo Moniz, published in 1867, and extends until his death in 1894. In the social sciences wrote, for example, elements of Anthropology, 1880, System of Wealth, 1883, and board Chronology, 1884. Of historical works should be highlighted History of Iberian Civilization and History of Portugal in 1879, Brazil and the Portuguese Colonies, 1880, and The Children of D. John I, 1891. His work has always aroused controversy and influenced the Portuguese political life, but also historians, critics and writers of his time and of the twentieth century. It is also necessary to highlight his work History of the Roman Republic.
He defended the thesis, however, that people formed from the black and Indian were unable to progress.
